Benjamin Anderson is the President and Chief Executive Officer of Hutchinson Regional Healthcare System, where he is responsible for the management, direction, and coordination of all organizational operations and related activities in pursuit of the goals and objectives as set forth by the Board of Directors.
During the four years prior to joining HRHS, Benjamin served as Vice President for Rural Health and Hospitals at the Colorado Hospital Association, where he provided leadership and direction in the development and execution of the Association's rural strategies, advocated on behalf of rural hospitals and health systems and developed strategic partnerships with organizations that affected the health of rural Coloradans.
Before his move to Colorado, Benjamin served as CEO of Kearny County Hospital a comprehensive rural health care delivery complex in Lakin, Kan. that serves patients of 30 nationalities within a 180-mile radius. During his six and a half years there, he led the organization through a period of rapid growth, expanding access to coordinated primary care and specialty services.
Anderson is a recognized leader in transforming rural health care through a mission-driven approach to recruiting physicians to underserved areas, tying together domestic and international service. His work was recognized on CBS Sunday Morning, NPR, and in POLITICO and Sports Illustrated. Anderson was named to Becker's Hospital Review's Rising Star list of health care leaders under 40 and one of Modern Healthcare's 2014 Up and Comers. He earned a Bachelor of Arts in English (2004) and a Master of Business Administration (2007) from Drury University in Springfield, Mo. and a Master of Health Care Delivery Science degree (2016) from the Tuck School of Business at Dartmouth College in Hanover, N.H.
Beyond work, Anderson enjoys jeep rides and other outdoor activities with his wife, Kaila, and their four young children, David, Naomi, Jonathan and Maria, all within 22 months of age. The Andersons enjoy finding ways to serve the community as a family.
Kelsey Beggs-King is the Clinic Administrator at Sudan Medical Clinic, a designated Rural Health Clinic (RHC)in Texas. With over four years of experience in healthcare leadership, she has spearheaded key initiatives including the implementation of the Patient-Centered Medical Home model, expansion of Value-Based Care programs, and launch of Chronic Care Management services. Kelsey is a board member of the Texas Association of Rural Health Clinics and serves on the Research and Education Foundation of the National Association of Rural Health Clinics (NARHC). In the fall of 2024, she presented to the Health Resources and Services Administration’s National Advisory Committee on Rural Health and Human Services, sharing her expertise in innovative, community-driven care delivery in rural settings.
Shannon assists private physician offices who desire to convert to RHC status & provides technical assistance to RHCs in maintaining compliance with the SC Department of Public Health. Shannon also provides technical assistance in billing & coding, EHR implementation, & practice management for all RHCs. Prior to joining the SC Office of Rural Health, Shannon worked in multiple physician practices. She has experience in Family Practice, Internal Medicine, Orthopedics, Urology, Peds, & many other specialties. Shannon has been a certified professional coder with the AAPC since 2006. She is also a Notary Public for the State of South Carolina since 2001. Shannon was a key player in the creation of NARHC’s RHC Clinic Manager Certification and serves at NARHCs president.
Tara Adams is the Clinic Administrator of Pillow Clinic, an independent Rural Health Clinic in Helena, Arkansas. A Certified RHC Professional, she began her career in healthcare as an LPN in 2013 and joined Pillow Clinic in 2017. Since stepping into management in 2020, Tara has led a full-scale transformation—streamlining operations, strengthening clinical processes, and redefining leadership expectations in a rural clinic setting.
With a deep understanding of both the clinical and administrative sides of healthcare, Tara is passionate about building efficient systems, supporting team development, and creating a culture of accountability and continuous improvement. She brings a practical, real-world perspective to the complex role of RHC management.
Sarah is the Director of Government Affairs for the National Association of Rural Health Clinics (NARHC). She leads both regulatory and legislative federal policy efforts for the organization and provides direct technical assistance and education to RHCs across the country. Sarah advocates for reimbursement policies that incentivize and support rural primary care and other health services. Prior to joining NARHC, Sarah worked for the Pennsylvania State Office of Rural Health. She earned her BS in Health Policy and Administration from Penn State University and her Master of Public Health from the Penn State College of Medicine. Sarah resides in Alexandria, Virginia.
Jonathan Pantenburg is an accomplished, results-driven senior executive with more than 15 years of progressively responsible experience advising profit, non-profit, and governmental entities through complex issues including cost reduction, acquisitions, contracts, financial analysis, and operations. Prior to consulting, Jonathan served as chief financial officer and chief operating officer of a 21-bed non-profit critical access hospital.
Jill Oesterle is the Director of Provider Solutions at the Michigan Center for Rural Health (MCRH). Her current work focuses on programs that facilitate operational, financial, and clinical quality improvement in Michigan’s Rural Health Clinics, including managing the Michigan Rural Health Clinic Network. She leads many of the grant-funded projects that align with primary care, including the Rural Health Clinic Quality Innovation Lab, Health Hearts for Michigan, and the Enhancement of Team-Based Cardiovascular Care Program. She is a Certified Rural Health Clinic Professional, a trained Practice Facilitator, and has hands-on experience as a former Rural Health Clinic Practice Manager.
Steve is a member of the Healthcare Performance Improvement practice unit and serves as the practice unit’s lead for rural healthcare performance improvement. He provides consulting services to hospitals, physician practices, Rural Health Clinics (RHCs), Federally Qualified Health Centers (FQHCs), and other provider groups related to revenue cycle performance, RHC establishment, operations, and compliance.
Steve is a Fellow of the American College of Healthcare Executives (FACHE) and the American College of Medical Practice Executives (FACMPE) through MGMA. He has earned the Certified Healthcare Financial Professional (CHFP) designation through HFMA and has also earned the Certified Rural Health Clinic Professional (CRHCP) designation through the National Association of Rural Health Clinics (NARHC). He is a member of national, state, and local chapters of ACHE, MGMA and HFMA and is an active member in the National Rural Health Association (NRHA) and National Association of Rural Health Clinics (NARHC).
He is a 2003 graduate of William Jewell College, Liberty, Missouri, with a B.S. degree in business administration, and a 2007 graduate of MidAmerica Nazarene University, Olathe, Kansas, with an M.B.A. degree.
Ms. Quinn is a CPA with over 25 years of experience in governmental compliance and cost reporting, 15 of which she spent in the Medicare Contractor arena. She holds an MBA with a concentration in Healthcare Administration. During her years with Medicare, she managed an audit staff responsible for independent RHC cost reports in 15 states and served as Compliance Officer for a Medicare Contractor. In her current role, she assists RHCs with cost reporting, audit resolution, rate setting, and various cost issues. Ms. Quinn also works with new and existing RHCs providing mock surveys, policy and procedure manuals, as well as HIPAA and other compliance solutions.
Kathy Boedeker brings over a decade of expertise in Remote Patient Monitoring (RPM) and Chronic Care Management (CCM), with a proven track record of helping healthcare organizations improve outcomes and streamline care delivery. Her work focuses on integrating technology-driven solutions that support care coordination, patient engagement, and value-based care.
Kathy has partnered with clinics, health systems, and rural providers to successfully implement RPM programs that bridge gaps in access and deliver measurable results. Her passion for advancing healthcare through innovation and her deep understanding of the operational and reimbursement challenges make her a trusted voice in the evolving landscape of digital health.
Tawnya Brock, RN, BSN, BPH, CRHCP, HACP, is a seasoned professional with a rich background in clinical and administrative healthcare, particularly in rural settings. With 40 years of experience, Tawnya has honed her expertise in both direct patient care and healthcare management with a passion for rural communities. Her commitment to rural health is evident through her role as a surveyor for the Kentucky Office of the Inspector General and Quad A, where she ensures rural healthcare standards are met with the highest level of integrity, while demonstrating compassion and understanding of the challenges rural healthcare providers face.
As a Certified Rural Health Clinic Professional (CRHCP) and CMS Certified Surveyor (SMQT), Tawnya's qualifications are a testament to her dedication to excellence in healthcare accreditation. Her proficiency is further recognized with her Healthcare Accreditation Certified Professional (HACP-CMS) credential, highlighting her knowledge in compliance and regulatory standards.
Tawnya's leadership extends to her active participation as a member of the NARHC Board. In addition, she is the secretary and board member of the KY MGMA, where she contributes to the strategic direction of medical group management. Her influence also reaches the legislative arena, where she serves on the Legislative Committee of the Kentucky Rural Health Association, advocating for policies that support rural healthcare providers and communities.
In addition to her professional endeavors, Tawnya is a member of The Rural Health Association of Tennessee, where she collaborates with peers to promote health and wellness in rural areas. Her current role at AdventHealth Manchester involves managing the quality and accreditation process for seven rural health clinics, showcasing her ability to oversee complex healthcare systems and ensure compliance across multiple facilities.
Tawnya's passion for healthcare is matched by her love for reading and travel, which she enjoys in her leisure time, between football games with her grandsons. Her compassionate nature is also evident in her volunteer work with the American Red Cross and the joy she finds in caring for her beloved beagle baby.
Kate Hill, RN, is a graduate of Einstein Medical Center School of Nursing. She joined The Compliance Team in 2012 to direct its Rural Health Clinic Accreditation program where she fell in love and admiration for clinics providing healthcare to rural areas in the U.S.
Today, Kate is VP of Client Success at The Compliance Team, where she continues to be a champion of rural health clinics, their staff, and their patients. Combining her clinical expertise, business acumen, and passion for delivering the best care to every patient, she has personally worked with more than 2,000 rural health clinics to help them overcome their many challenges.
She presently serves on the Board of NRHA and feels fortunate to be asked to speak at numerous state and national meetings about RHC compliance countrywide. It’s through these ongoing interactions and long-standing relationships in the industry that give her a firsthand perspective of the diverse regional issues clinics are currently facing.

Wade Parker is currently a Field Director for the Ambulatory and Office-Based Surgery
Accreditation Program at The Joint Commission. Previously, he was a Joint Commission
Ambulatory Surveyor for 14 years.
Prior to joining The Joint Commission, Mr. Parker served in several roles including Quality Manager
and Administrator at Surgery Center Southwest, on the campus of Presbyterian Hospital of Dallas;
Director of Outpatient Services at Baylor-Richardson Medical Center; and Director of Quality and
Risk Management at Red River Regional Medical Center. He has been an RN for the state of Texas
since 1988.
Mr. Parker received his Master of Healthcare Administration from Texas Woman’s University -
Parkland Campus in Dallas, TX; and received his Bachelor of Science in Nursing from Creighton
University in Omaha, NE.

Cassie Beesley, CRHCP has over 25 years of rural health experience in both provider-based and independent Rural Health Clinics. Her areas of expertise include RHC management, regulatory & operational compliance, coding & billing and cost report analysis. She has been a trusted voice in the RHC community nationwide for many years. She currently is a Senior Rural Health Consultant with InQuiseek Consulting. In her most recent past, she oversaw the RHC program for 16 RHCs across Central Illinois. Cassie currently serves on the Boards of the National Association of Rural Health Clinics and the Illinois Rural Health Association.
Dr. Andrews has spent her entire career serving the residents of Elma, Washington, with the last fifteen years employed with Summit Pacific Medical Center. Having grown up in Southwest Washington, Shawn has consistently pursued her passion for rural healthcare, serving some of the same patients for as long as 28 years. She is a Family Physician whose clinical priorities include “uterus to grave” continuity (including non-operative obstetrical care), offering as many services as possible in the primary care setting, including treatment of substance use disorders, behavioral health disorders, chronic disease management and preventive care.
Christina Mitchell is the Clinic Manager for two Rural Health Clinic in Elma, WA; Summit Pacific Health Clinic and Urgent Care Clinic. With over 30 years of experience in behavioral health and program implementation, Christina is experienced expanding access to care in rural communities.
She is a driving force behind Summit Pacific’s innovative low-barrier clinic model, which integrates primary care, behavioral health, and MAT services to meet the complex needs of individuals with substance use disorders. Her work has significantly improved access to treatment for vulnerable populations across Grays Harbor County.
Prior to her current role, Christina served as Chief Program Officer at CHOICE Regional Health Network and Cascade Pacific Action Alliance, one of nine Accountable Communities of Health administering Washington State’s 1115 Medicaid Transformation Waiver. In that role, she led 14 staff in the implementation and oversight of six large-scale programs, managing operations, performance, and strategic alignment across the region.
Christina also served 23 years in the U.S. Army, where she specialized in behavioral health and substance use disorder (SUD) services. Her military service further strengthened her leadership, crisis response, and clinical program development expertise.
John Burns has dedicated over 25 years to the healthcare industry, focusing on auditing clinical documentation and ensuring compliance with coding and billing practices at ArchProCoding. He provides professional audit services, tailored training, and strategic guidance to clients nationwide. John also volunteers with the US Department of Defense, contributing his expertise in compliance and auditing.
John began his career in 1995 with an Atlanta-based consulting firm and later served as President and CEO of Modern Conventions in Compliance, Inc. from 2004 to 2013. He then joined DoctorsManagement, LLC as Senior Consultant until May 2016, when he joined ArchProCoding full-time. John is a prominent instructor, teaching Evaluation and Management Documentation and Coding as well as Rural Health and Community Health Coding and Billing Bootcamps, both virtually and on-site.
Based in northern Georgia, John serves as Vice President of Audit & Compliance Services for ArchProCoding. His insights have been published in leading medical journals including Coding Alert, BC Advantage, and Part B News. John's extensive travel has allowed him to assist clients in all 50 states and other locations abroad.
BJ Newbury is currently the Healthcare Preparedness Coordinator for the West Kentucky Healthcare Coalition. She has a Master of Science in Public Administration from Murray State University and a Bachelor of Science in Public Health from Southern Illinois University Carbondale. She has worked in public health since 2011 and has had the opportunity to cross-train in multiple disciplines within local/state health departments. As an employee of the Kentucky Department of Public Health, BJ works with a team of professionals to provide the highest standard of preparedness education and situational awareness to her coalition team members.
Alex has been helping healthcare facilities establish and capitalize on Health Professional Shortage Area (HPSA) Designations with HPSA Acumen for eight years. He has a Master’s in Public Health and Business Administration from The University at Buffalo to help live out the mission of HPSA Acumen to strengthen the health of communities across the United States.
Meghan is a Certified Rural Health Clinic Professional working as Administrator in a large independent Rural Health Clinic in central Illinois. She oversees the day-to-day operations, as well as handling contract negotiations, HR, marketing, acting as HIPAA Privacy officer, and as government Liaison, in addition to many other roles. Meghan is the president-elect for the Illinois Rural Health Association and serves on her local Economic Development Commission and the town Chamber Board. In her free time, Meghan loves to spend time with her husband and two boys; they are currently in thick of their sports era!
